I agree with your assessment of punishment and restitution but I fear White America will never allow those things to happen. As you pointed out, defunding wouldn’t even work, and it’s been radically opposed. Demolishing it all and rebuilding from the ground up sadly feels like a fever dream as long as Whiteness is in charge.
